how do linemakers set lines?

lines can make big moves, up or down, & bettors are always conspiring on the linemakers motives.
I know that many factors go into a line, place, weather, team strength, injuries. The thing that i can't figure is how lines move due to money going to a side. I see lines go both ways, go up then back down, seemingly for no reason. So it seems too simple to say, the money is going to one side, so the line always moves against that side.
Then i'll see a line start at 7 & move to 12 without a change in conditions. The books aren't worried about getting middled when the line moves like that. That seems mysterious to me.
Do linemakers actually sit around & discuss how to sucker players onto a particular side?
anyone that knows secrets to mystery line moves I'd love to hear about it.

Not at all. Lines move off action, especially "smart action". Many linemakers pay more attention to who is betting a particular side or total rather than how much is being bet by the general public. When you see drastic line movement like your described it is almost always the result of very smart money making a substantial bet on that particular game.
